Anyone got a recommendation for a good oekaki board? I can't handle Tegaki E, due to no layers and the fact that I get horrendous lag when I'm there.

What about artgrounds? 8C I find it the best, personally.

Depends on your genre. If you don't mind some (ok, a lot) of porny stuff http://www.fearsome-oekaki.com/ has a lot of nice people on it.
