This is probably a really really really dumb question, but if I want to use stock photos as reference, is it technically theft to do so without buying them?

I mean obviously if I was using them as stock images it would be, but is drawing from them the same kind of thing?

Yes. it is theft. Unless the person has unilaterally declared that they allow anyone to use their stock free of charge.
Otherwise the technically correct thing to do would be to ask the person if they mind you using their stock.
