I downloaded the trial the other day, and I can honestly say that it is definitely not worth buying.
All in all, there are barely any good new features that I've at least noticed. There's this 9-sliceing movieclip feature, which is kind of neat and can make some coolish abstract pictures, but I can never imagine a situation where I'd need to use it.
Then there's the ability to copy tweens... Which also, I can never imagine using. I'd just use a movieclip...
There's also the ability to copy frames as actionscript, which, ok, that is kind of useful.
Finally, there's a new layout. It's much fancier, it's all shiny and gradienty and sure to give your computer some extremely unecessary laggage. Plus, they've done what I've always hated about Photoshop, which is the "hold down a button and select more options" thing. Ugh. If you want to make a circle, you actually have to hold down the square button now and select circle from the menu. What is this?
Perhaps the next one will be better... But for now, I'm sticking with Flash 8.
Oh, and you can import Photoshop files with the layers intact. Fine.

Not nearly as good as the jump from 7 to 8 I see.
Actionscript 3.0 is the biggest thing I guess.

You can also export movieclips in Quicktime, and you can make more shapes.
