Supposedly, if you breed with two Pokemon that come from different languages in Diamond, Pearl, and Platinum the chance of producing a shiny (through breeding and hatching) goes from 1/8192 to 1/2048.
Example (Not Real): I want to breed a Eevee using another Eevee (from my game...which is English) and a Quagsire (from Japan...so Japanese game...I got it from Global Terminal). So I have a 1 out of 2048 chance of it being shiny. That's 4 times more likely then breeding with a Quagsire from mine/another English game.
It's called the Masuda method...
I haven't tried it...yet...just wanted to see if anyone else heard of it...
I heard about it from:
