Some things that need changing: Turn down the claps, and turn up the sequence that you used...atez, no? Turn that up. That's most of what your song is anyways.
Remember, Aoi-sensei says: don't get comfortable with those presets, start building on your own, and if you need some music for inspiration, I have some.

Ice Cap is actually my favorite of all the 2D Sonic Sonic BGMs. I do believe that you pulled the remix off damn well. I've always wanted to do this kind of stuff myself, but... When I opened up FL Studio myself, I was lost and didn't know what to do. o.o;

By the ways, you forgot Howard Drossin in the list of composers, even though I'm fairly sure the only Sonic 3 songs he did were the Robotnik, Act Complete, Special Stage, and Final Boss songs.
