This is Throttle in is Amazonian armor from my fic, "Throttle of Themyscira". Done in Paint Shop Pro, with a mouse.
Throttle is from the Biker Mice from Mars.
The basic story is that Throttle gets zapped back in time to ancient Greece. Tortured, he escapes, only to find an army of women fighting an army of men. A voice in his head tells him to choose a side, and he chooses the women. The women win, and are told that he is a time traveler, and the only way to get back to his time is for him to travel with them to their island home, and live there as an immortal for 3000 years. When he finally gets back to Mars, there have been some changes in him.
