It is Israphael, who was an obsession of mine in highschool for sure, and hung around in many sketches and has a story. Blah blah blah. Basically he's a kinda Juvenile Orion fanchar, but not really. Based on the universe of JO but I heavily changed it. It's pretty different but still based on JO so, eh. Who cares.
