I think the only thing it might need (if even that) might be a little more contrast between light and dark areas of the ocean so that the dragon stands out a bit more. But the truth is I really like the design.
It's really nice. Maybe putting another color in there besides blue.
Not all creatures are blue when looked at in the water. Or, add some darker areas in the water.
