As an assassin, he's not suppose to interact or socialize with anyone, so that when he grows up, he doesn't feel guilt or shame when he kills someone. In this scene, his teacher punished him for trying to play with the other kids in a nearby town. While he is punished for three days in isolation, he practices using his blade on the dummies in the room. He was bored, so he hung them too.
