This is Touma Hashiba (aka Rowen Hashiba) from Ronin Warriors/Yoroiden Samurai Troopers.
I made part of it in macromedia flash, and then I made the background in photoshop using star brushes, cloud brushes and a number of filters and gradients. Since Touma's yoroi was of the Strata/Heavens, that is why his background is like it is.
