This is Ryo Sanada (the best one) from Ronin Warriors/Yoroiden Samurai Troopers dressed in his armor of white inferno, or white fervor.

I vectored it then re-did the lineart in another program over the top of the vectored art.
I made the brushes for the sakura blossoms in photoshop and I used the pentool for the outline of the Japanese pagoda.
