It's fairly easy to confirm though if somebody cheated... by checking the number on the page if it indeed reached the required views, the time by which the supposed winner tells me he/she got the number, and more likely if more than one person sends a message that they were the ones who got the number. I'm sure the real kiriban winner would protest if there really was cheating.
And if a person didn't actually get it but was the only one who bothered to send a note... I don't know of a way to confirm that they were or were not the winner, really. What do you think?
