Enemy of mine and my friend's character 'Lactation Girl'. This is Dr Plugawitz, Lactation Girl's enemy.

his head and finger teats drip antimilk

he hates lactation so much he cut his own nipples off and they too drip with antimilk.

His servants are nipple clamps to stop milk flow, and his his back pack with the piping seals the nipples for 24 hours

his gun causes osteoperosis

and the syringe in his garter causes rikkets...

milk weakens him, human milk does this most.
