I had a strong urge to draw draconic hind legs. So I did, and then I figured I ought to add a tail between them for good measure, and then after that the rest of the body just kept piling in.
I did his face last, and naturally it's my least favorite part. I just wanted to get the whole beast done for the sake of the legs, so I didn't spend any time on his head.
