These are two characters from the recent BBC 2 sitcom, Nighty Night. My tastes in comedy have always been a bit dark, so I really enjoyed this one. The tall skinny one is the star, a woman called Jill Tyrell, who I'm convinced isn't just a British comedy monster, but a fully blown sociopath as well. She's a selfish, manipulative, unscrupulous, cruel, vain monster, and those are her good points! She runs a downmarket salon called "Beauty By Jill", and the other girl she's with is Linda (pronounced "Lin-der") her inept beauty assistant and sidekick. The series is basically just Jill plowing her way though everyone's lives in order to get what she wants, and it's about as sick and brutal as comedy gets.
