I'm not familiar with the series, though I must say the character is drawn REALLY well, especially for it being an oekaki.
And as for why you can't submit oekaki through ... oekaki is because S.A. has it's own oekaki bbs thing. Whenever you draw on it, your works are saved until you decide to submit them. And through "oekaki" is how you do that. I know it's kinda stupid that you can't submit oekaki from OTHER places through there ... but oh well. xD
