It's Rocko as a bean scout. (Probably hiding away from Mr. Bighead) and it looks like Lazlo and his friends are now a quartette.

Tools used: Wacom pad, and Open Canvas.
Sidenote: Took me a while to come up with a background.

I LOVE Rocko ! I'm so glad Camp Lazlo is on CN, its so easy to see the resemblences. X3 My favorite cartoons !
