Colonel of Mega Man X 4, very cool character, very bad voice actor.
He's one of the high-ranking officers of the Repliforce, which my buddy Rifter and I believe to be the Maverick Hunters' navy or something similar. They seem to be pretty compotent soldiers, Colonel and General gave Zero and X a lot of trouble.
Anyways, I got bored and decided to draw him in the style of Mega Man Zero..
