His eyes are too small, and too far apart. And since those are the only distinguishing features on his face, that's important.

I agree, his eyes are too far apart. The lineart looks a bit blocky as well, I'd use a path and stroke it in Photoshop. But that cartoon is quite funny though, and I like Bloo ^^ such a cheeky sod.
