Just think about it: Pacman ventures to the land of ghosts, eats loads of dots (which could be the ghosts' crops), eat the ghosts every once and a while then move on to the next bunch.
And we support this hungry circle?!

I play Pac Man once a week in a local sports bar and I can tell you this: no matter what, the ghosts always win. I can run from them for 12 levels but in the end they always kill me. Pac Man is just a hungry dude, he has the right to eat as well, and he never really harms the ghosts, they just go back to their little box and then they're fine again, whereas when the ghosts catch Pac Man it's instant death. But Pac Men will be Pac Men and ghosts will be ghosts and I love them all for who they are, even though those ghosts cut my game short.
