I'm uploading a WIP version of this thingamabob now because
1. I'm LAZY
and
2. I'm not sure if I like the composition right now. Might ditch the queen and tragic genetic defect son, and just have a giant floating rasputin head above the swoonin' ladies.
I kind of like how totally stupid this all looks right now, though. Still need to figure out what the background will consist of, besides the Generic Russian Stereotype Buildings (TM).

Love his "Heeeey baby!" kinda look. It's being said in the voice of die Fledermaus (from the animated THE TICK series).
Maybe if you changed their proportions some, so Rasputin was more tall/intimidating, and not toony in body?
