BLEAH, I SUCK AT DRAWING HUMANS.
The proportions are a bit stretched, but it looks okay compared to how I've drawn humans before.
I'm practicing really hard, so don't worry. You won't have to strain your eyes as badly as before.
Anyways, Kiso is a Summoner (or a conjurer of spirits) who attends a rather odd private academy (cliche, yes, but that's all I can think of for now). His favorite spirits to summon are dragons (his last name is pure coincidence). The dragon spirit (which he is currently holding onto) is a happy-go-lucky dragon named Boris, who can change in size however he pleases. Kiso finds him amusing and therefore summons him the most.

Hands here seem WAY too small (open hand is as big as your face) and the arms are a bit funky proportion wise.
The detail and dragon spirit does kick butt ;D

I think the only thing out of proportion is his arms. If they were a little bit longer and the one hand bigger then it would be perfect.

You really are improving ^^ Just like everyone else says, hands are just a tad small. I think you should look up more refrences on male anime characters if you need help. Thats how I learned to draw anime style. ^^
