Drawn because I wanted to draw her permanent outfit~ and I also wanted to show what her anatomy actually looks like >>;
I'm actually fairly pleased with this one o3o I fixed the whole "top heavy" problem I had when I drew her before. (or at least I HOPE i fixed it >>; )

Her shoulders seem a little wide. And her body looks bent the wrong way. Keep practicing body drawing and you'll get better.

Quite an ominous feel, this character has. The only highlight I can find is in her eyes. It seems to be a good touch. As for the shoulders, the way to fix that would be to give her more squared shoulders. That, or less of that beefy neck thing that runs from the edge of her shoulder to the top of her neck, if you follow what I'm referring to.... The folds in her attire are wonderfully defined. This may sound a bit odd, but due to the limited color scheme of the character design, the hair feels too detailed....
That remark above is kinda... out of character for me... meh, no issue, me thinks. What have I missed between the last couple of posts? It seems like you've just come out of nowhere and improved immeasurably.

You're getting better with the colors too, they're not all bright and blinding ;D
Her shoulder are a little too wide and masculine. I know everyone else has already said that. I think what would help is if you made her hips a little wider and don't exaggerate her collar bones so much. Doing that suggests her neck/shoulder muscles are extremely large thus the masculinity. I think I understand that you want this character to appear strong and somewhat masculine for a female but still you don't want to over do it. And if you thicken out her legs a little it would be more proportionate to her wider/stronger structure. You should also add a little more shading under her boobs to make them seem a little bigger, also helping in that proportion area. It really just a mater of making things match. Big shoulders = bigger hips/legs.
Hopefully that helps a little more than "the shoulders are too big".
