This is the first time I've drawn her using a reference. It was this screenshot: http://www.freewebs.com/rosalinaparadise/apps/photos/photo?photoid=24172538 It was a bit difficult, since it was so fuzzy.

The hand looks really awkward. I could barely tell what was going on in the reference D:

But I like this one :) I used a regular mechanical pencil on her. It took my entire morning to do (Afternoon for you early birds).

The face and hair are lovely - it's a very interesting method of shading you have chosen. Looks very shiny. Her star brooch isn't quite centered, but it's not really a big problem with the picture.

All the problems are in the lower half of the picture really -

Originally I thought that her top hand was coming from her front sleeve, but when I looked at the reference I realised my mistake.

You have changed her pose slightly, so her hands would be on a slightly different angle than in the ref picture - you could show a little bit of the heel of her hand underneath the wand and it would look a little less awkward.

The crescent shape at the back of her hand was probably supposed to represent her knuckles - if you worked on making that look more like knuckles it would look more natural again.

The lowest finger isn't quite long enough - I do this all the time when I'm drawing people holding staffs and wands and sticks and whatever. If you made it look a tad longer that would make her grip look more realistic. You may need to adjust the middle finger too.

Under her arm behind her back there is a little empty triangle where there should be hair showing. The reference has that spot filled with more green so it looks like her chest is much deeper than it should be - probably some kind of problem with the horrible horrible screenshot.

For a much better reference; If you have the game, put it on and position Mario so you can see Rosalina clearly. I think in that game if you stay still too long the camera starts panning? I can't remember. Anyway you should just be able to hit whatever button it is to lock the camera back behind Mario to get it back to the original position. If you can't get the camera close enough to her, get into a position where if you zoom in all the way you can see her clearly, so when the camera starts panning you can just hit the lock-behind-Mario button and then zoom back in all the way. Then you don't have to screw around trying to remember exactly how far you zoomed in last time.

Wow, I really like the shading and effect of the value range. I also think the proportions make everything look cute and refined. The smudges on the paper make it look even better by giving it an atmosphere. I think perhaps the hands and smaller details could have been refined however to make the picture look more clear and make sense. Like the left hand looks a little off to me, like I can't tell what I'm looking at.
