now, before anyone says ANYTHING! I know, his left shoulder is TERRIBLE! I inked it the wrong way, and now i'm paying for it. i almost want to redo it, but i'll figure a way how to fix it.
now the thing i'm having a hard time about is the background. it's pissing me off lol.
i really can't think of anything (and ironicly, that's been the problem lately lol) so, any suggestions?

Excellent work there.

I've got a few suggestions that might be helpful.
The coloring is very nice, however, and the detail put into the hair and feathers/wings really add to this piece.
However, the first thing I actually noticed was the collar bone/neck. You really exaggerated on that. The collar bone looks down too low to me. I understand that you inked it and now it will be harder to fix, but you could always use this as a future reference. I understand you're doing this in an "anime" style, so I won't complain about the eyes. However, the added bridge to the nose looks downright unrealistic compared to the rest of the piece, and the nose is a bit too far down. Just in my opinion, I think the bridge would look better if it was not present in this piece, but since it is a style that I'm not too familiar with, making it thicker could also help the piece, too. The chin is also very pointy and the face gets very narrow as it goes down. Yes yes anime, I know, but this looks very exaggerated as well and doesn't really compliment the piece. If it was thicker, I think it would help the person look more symmetrical.
You did great with the abs/pecs. The fingers, however, look like they are all the same length, and that is just not the case with human anatomy. General observation of your fingers can confirm this. The fingers on the lower hand are too far apart, and the thumb on the upper hand looks very thick compared to the fingers, where usually they're just about all the same length.
The barbed wire was done well, and I think is a nice touch to the picture. I noticed the earring on him, and I think that it looks a little cartoony, but no biggie.
Overall, this piece is on it's way. Maybe for the background you should try something simple that won't take away from the rest of the picture. I'm sorry if I can't be more specific, but I'm not very talented in the background department.
I hope this helps!
