Random character, I think I'll name her Mokumoku Hinachou.
She has a curse placed on her, that when she speaks, bad storms take place in her area and in far away places. And, she has the power to alter their paths if she really tried. Aka.... She's cursed with the butterfly effect.
So she chooses not to talk at all, because all the storms that take place because of her end up causing serious damage.
