Errmm, well... I'm not entirely sure how to put this but quite frankly the blur is entirely unnecessary if you ask me. Also, I'm not one that should be criticizing portrait photography (If you would like to categorize this as such) but the photo isn't really something I would uphold to an artist standard of any levels or very few, although I can see (Somewhat) that you did try to put together a costume of some sort but, I am unable to really pick out the details of it when the photo is so blurry.
Generally, my main point is; No blur (If possible) next time (If there is one).
