This is Flower, a new character in the world of Pepper & Co. Her design is based mainly on the rough collie.

Flower's role in the oft-twisted story of Pepper and friends is that of potential conflict, primarily for Olive. One day she arrived at Pepper's door seeking some company. Pepper seemed quite happy to oblige, and since then they have been traveling to assorted places, talking about assorted stuff.
Needless to say, Olive finds this discomforting. Being so attracted to Pepper, the thought of losing him to someone else makes her mad and depressed. So now she's stalking the two of them and waiting for the right moment to come and make her move.
At the moment, there's no clear knowledge of her past.

Pretty cute looking character right there.
For some reason the "icon" for her always seemed to be something that would go with an old male character or so.
