The finished version. The stardust effects utilize several brushes created by Stephanie Shimerdla as well as some Paint Shop Pro tubes. The rest was hand painted other than the sky part which I did with a manipulated gradient fill. Yeah, a little cheating on that, but after spending so much time painting the girl, I just wanted to get it done and the experiments I conducted trying to paint it by hand to get the look I was after just weren't working like I wanted.
EDIT 4/4/09: I realized there was a bit of perspective error on that back ear and went back to fix it. This is now that updated version.

About the only thing I see that looks a little odd is that I think maybe the tattoo on the face should've shown a little more shading/lighting variation, but otherwise this is darned near perfect for the effect you were after! :)
