I think this page is pretty straightforward. Panels one and four are meant to be POV's of one of the turtles, first peeking out of a manhole cover, startling a cat, then speeding down the alleyway.

This recurring imagery you're going to be seeing with all four turtles in silhouette where inspired by the visual style of Street Fighter IV's cinematics. Half painting and half 300 action sequence. One advantage to having these sort of "heads up" shots of the turtles with their bandannas in color is that it should make it easier for the reader to identify each turtle later on in the story, because the way I've interpreted the turtles, each of their bandannas have unique tail styles.
