Even though I'm not much of a "Kanda fan" I still think he'd be too alert to allow Lavi the opportunity to cut THAT much of his hair off while he's sleeping... Even if he did start braiding his hair once, they're fairly different tasks! Plus Lavi wouldn't cut it so clean-like, should bee messier.
Anyway- it's good for a decent laugh.
Ps: The uniform makes him look like a Nazi.
