Basically, I suck at animating, and I just wanted to get to grips with doing something on flash. It's just a frame by frame animation, and didn't intend to be a full video or anything. I just wanted to see what I could do with a spare 20 minutes.

Really, the arm just seems to skip a little too much...Now, it's probably meant to be a quick stroke of the strings, but it looks more like you have a frame out of place...Other than that, it moves very smooth
Adding some more frames for the hand should to the trick, but be sure to make the face, hair, and shirt flow easier, while you're at it.
Here's how I would do it:
1. First up strume: Do this in 2 frames.
2. Animate some small movement before the hand goes down. About 4 frames.
3. First down strum: Take about one frame
4. Small motion before second up strum: 3 frames.
5. Second up strum: Looks like you want this quick, so one frame.
6. Motion before second down strum: 2 frames. (Quicker)
7. Second Down strum: 1 frame.
8. Small motion before final up strum: 3 or 4 frames
9. Last up strum: 2 frames.
10. Motion before down strum: 2 frames.
11. Last down strum: One frame.
There are small motions you gotta add between the strums to have a more realistic effect. Find a Frames-per-second that makes your style look best and finish this piece off with some small frames that will help looping.
