Naruto character (for contest)

Entry for 's contest.

I'm not a big fan of Naruto, but I do read the manga. I only made this character for the contest.
I'm unsure if I will use him for anything else.

Personality:
He is a kind person, but he doesn’t talk much if he doesn’t know the person. He can act calm in the most intensive situations.
He loves working on machines and he can do it all night. And because of that he gets little sleep.
This can cause problems when he should be paying attention.
He doesn’t like the emotion anger, and rarely shows it.
He likes to joke around though, but never pulls a prank.
Helping anyone in need is his way of training.

Likes:
Storms, the ocean, rivers, bats, other animals, technology, music, friends, the sun, the moon, summer, food and females.

Dislikes:
Winds, winter, pessimists and other stuff.

Clothes:
-A hoodie with two symbols meaning “Denkou/Lightning”.

Equipment:
Hp (Headphones): Wireless. He can use them to "hear" electricity, or simply just music.
Sword (Battle mode 1): Short sword with two blades.
Sword (Battle mode 2): The two blades are split. He holds the main sword in one hand and uses "lightning rope" on the second blade.
Medisin: Red medisin that can work as antidote for most poisons. Can also be used to heal a wound quicker.
Pills: Made of herbs. Keeps one healthy or heals one faster from common illnesses. Can also be added in tea.
Pouches: Contais basic ninja equipment and gear for machines.

Weakness:
Strong winds: He looses control over his chakra.
Chakra use: His chakra may be higher than most normal peoples, but his jutsus use up a lot of it.

Strengths:
Lightning: Restores chakra/can be used for his jutsus instead of chakra.
Water: Electricity travels fast by water.
Storms: There are lightning and water in storms.

Techniques:
-Lightning rope: The user can freely control a metal piece with a “rope” of lightning that connects the user and the object.

-Hax: Blue bolts from the fingers nullify the electric power in a machine or stuns the opponent (it doesn’t take any damage).

-Infuse/Install: User transfers nature filled chakra into target. Depending on if it's friend or foe it can be used in two different jutsus.

-Anti virus: (After infuse/install) A ring forms around the target.
If the target is an enemy then the chakra will trap him/her And slowly shrink.
If the target is a friend then the chakra will act as a shield.

-Wings/Arms of the sky: (After infuse/install) The chakra forms into a pair of "arms" on the targets back.
The "arms" are basically a weaker version of "Lightning rope".
The target can controll them at will without the help of the user.
The target can use some of the users jutsus with about half power.
Normally this jutsu is placed on friends.

-Delete: A ball of lightning in the palm of the user. It can be thrown or directly placed on the target. When it frees from the users hand and hits a surface, its compressed energy explodes in all directions. The massive energy can obliterate anything it touches. This blast of energy is however small (Max size is a little bigger than a football).

-Storm Beast (Berserk): The user goes in a berserk mode where his arms and feet are covered with lightning. Two electric horns grow out of his head, pointing backwards. In this state the user is a lot stronger. The speed, however, is much slower when it comes to running or dodging.

-Storm Beast (Controlled): Similar to Storm Beast (Berserk). The difference is that he is as strong as he normally is without any jutsus and that his speed increases greatly.

Bio:
Heikichi originally came from ther other side of the ocean. He was born on a island near an unknown country. His parents wanted him to train as a ninja and therefor they took a boat to the "Land of Lightning" and travelled by foot too the "Village Hidden in the Clouds". Heikichi was only five years old at the time.
A year after they had moved in, Heikichi became a academy ninja there. While he was at the academy, his parents explored the village. The villagers didn't like them much and ignored them when they tried to talk.
After some time someone spread the rumor about them being spies. The other children began bullying Heikichi.
On Heikichis 11 birthday the house was burnt down. The family tried to escape, but was quickly captured. Heikichi was the only one who managed to escape.
At the night the same day he came back to look for his parents. He hid in the shadows and, after awhile, finally found them. The Raikage tried to get information out of them by torture.
Heikichi who saw this went berserk (Storm beast) and charged towards the leader.
The attack came as a surprise to the Raikage and he was slightly touched by the fierce "claws".
The jonins around had a hard time stopping Heikichi, but his chakra quickly ran out.
The elders didn't like having a child with that power in the village and suggested to leave him in another country.
And so they did. Heikichis parents were thrown in prison.
He's been training by himself to gain the power to free his parents ever since.
To test his strength he aims to fight the most feared criminals in the world whoever they are.
