This is Gwen Tennyson from the Ben 10 Alien Force cartoon.
I hated the first part of Ben 10....but when Alien Force started airing...I started liking it more and more. I like Gwen's character in Alien Force; she's so much stronger than before. (and she is totally in to Kevin lol for sure).
But yeah....this is who the screenshot was of. Airvee on dA guessed it right.
