Ohhh, nice. The beautiful simplicity here means it probably wouldn't take a day to write out. ^^
Although, I would like to tackle this shadow problem...
You've made the center area look like a stack of papers. Now just ask yourself, if a stack of papers is on a desk, can you see their shadows against the desk? Go get a stack of papers if you need to, but from what I can see, the resulting shadow would be less than 1/16 of a pixel wide. Not worth adding at all, really.
Personally, I think the square boxes work better with the news items, as it keeps a more square theme to it all. (Even though I've noticed the paper has a two pixel corner!)
My -one- major suggestion would be to make the dark brown envelope at the bottom of the pile of papers, longer, so it will reach out behind the Sponsors/Affiliates. That would make it look more like an envelope and would make the sponsors feel a bit more mounted, and less left to the background.
