Yeah there is a REALLY long explanation behind this one, I'll just give you the two second version
Lillian is working for Torchwood alright? And she has to kill someone because....Well I never worked that bit out but meh-. Anyway Captian Jack is tell her to carry out her orders(well he's saying 'Lillian you have your orders, no exceptions'). You may not be able to see her comunication thingy on her ear, I tried to make it so you could tell it was there but I think I failed. And who is the person at gunpoint?.......No clue, Random person? Fellow Torchwood member? I don't know.

i'll help you sort out the story to this if you like, then you can include it in the Torchwood story when you get round to it... or not, it's up to you

Just a couple of things. Having her eyes shut looks odd because the perpetrator could escape! O_O Also, the way the bad character is posed looks natural - bit too posed - maybe if you roughed her up a bit (hair mess, outfit creased).
The gun is good, as you can TELL it's a gun. Go you
oh, but why is her poking out of the side there especially given how straight and neat it is on the top?
For some reason, this reminds me of an angel sanctuary image O_O but my artbook is at my home (right now, I'm in a flat I stay in during uni term time). Did you reference one?

I agree with alicelight's assessment of the picture though. It's pretty neat, but could probably stand a bit of work as she said. Nice overall though. Good work :)
