I would probably let out a string of curses the likes of which even salty old sailors never hear, then stare, then if they ran... I'd chase after them like "I WANNA PET THEM DO THEY TWITCH CAN YOU PURR!? ಠ_ಠDO WANT! *Grabby hands*"
Even without anime, I think I'd be like that... Even before I watched cartoons I wanted cat ears and a tail.
