Originating from an island preserve not far from Sinnoh, Otto learned of Bruce one fateful day when he heard news (via TV news) of Bruce's amazing accomplishments and unique lifestyle in Johto. For a while he kept up with Bruce's adventures this way, and the more he watched, the more he wanted to try it too.
Over the course of about three months he's attempted to improve his skills and gain a better understanding of human society. Much like Bruce, he learned the human language and even dressed in human-like clothing. He decided later to travel to Johto in the hopes of meeting Bruce.
Otto is very social and yearns for attention. He would like Bruce to teach him how to become a strong and powerful fighter. But since Otto is somewhat of a showman he doesn't always seem to grasp the concept that fights are to be taken seriously. Being relatively low-level, he has a long way to go before he reaches Bruce's level.
Otto isn't the wisest Pokemon in comparison to Bruce, but he does seem a little more savvy on some aspects of human society. And unlike both Bruce and Axe, he still knows how to communicate with other Pokemon. Bruce gets frustrated with Otto's foolishness but can clearly see his fighting potential... now if he can only get Otto to focus!
(It really sucks that these little stories tend to develop not long after the characters are on paper... X3 )
Anyway, it was a little tricky drawing a Buizel in my own way, though not as tricky as Charizard. The snout was altered a little, and the eyebrows were transformed to look more like eyebrows. Yet I prefer this look to what I've seen in the anime; besides, that "J. Mirai" of a Buizel doesn't look all that nice to me. ;3
