I link the style of the horns a lot better on this one, but I think the first version has better color. Although this one has a great color pallet and I love the color blue, I don't think it fits the atmosphere for the character. Seeing as it's a cave beast, the dark red seems a lot more believable.
Judging by the colors I would take this more as an aquatic beast...nevertheless, the colors go well together. I'm not sure about the bright green on the belly scales, however. It just seems a little out of place.

This one is definatly much better than the last one. I especially like that you used more cool colors other than the harsh, warm colors in v1.
