the art itself is decent but the sloppy coloring is distracting. the white dots everywhere make it look bad. you should have also finished erasing the paper marks around the character because i can still see a lot of artifacts there, and in her eyes.
she also appears to be missing her thumb on her right hand

I suggest not using the fill tool to color, it leaves thin lines with no color and just looks sloppy. :\
