It's not GLaDOS... but it's definitely interesting. One of my friends wanted me to make her sound kinda like GLaDOS.
The software used to create the effect for Portal itself was Melodyne. It's a fairly expensive vocal editing program... but the tools it utilizes are just shortcuts for existing effects and processing. So I used some of the free processing software i've found over the years to make a GLaDOSish style of speaking... Using them alone wouldn't have worked, but in conjunction, they create a pretty neat and similar sound.
