In my story, Seiya comes back to Earth and kinda becomes the Tuxedo Mask for Sailor Dark Moon =] Very cute! He was knighted or something so now he's not a sailor soldier... or a girl. I don't know we didn't really cover all that in the story lol!
Hecate is Usagi's twin sister so yes they have the same hair!
The only thing that you can't tell is Hecate's bangs are strait accros where Usagi's, as you know, curl in. So I'm going to stop talking now...

Hecate (Sailor Dark Moon) belongs to me and Seiya belongs to... the wonderful woman who made Sailor Moon!

Really nice picture! I don't necessarily agree with the whole turning-Seiya-male, but it's your story, right? They do seem like a cute couple, though. I really like the dress you put Hecate in, too.
