hmm i would say his arms and hands are too small compared to his torso
it's kinda hard to measure out how big or how small arms should be because of how each person's structure is different and how the angle of your model is but u kinda see stuff like this after much practice so i guess u shouldn't worry about it too much
though if your working from newspaper u can just put the image u drew and the photo together and see them under light to see if they're too small or big...though this means your drawn image must be roughly the same size as your image
i would also say his head is a tad big but then again it might be his hair that i might be seeing
anyways, it's a good effort! keep it up and keep practicing :>
and there's much eye candy to look at if u do 8DD
