I verify that this character is 19 years old, before we get into any trouble over his outfit. It's simply the cartoony style making him look young.
Anyway, this little guy was designed so not only to be a sort of siren-type (luring opponents in with his singing and his looks and then destroying them), not only to be an endurance fighter (the more you hit him, the stronger he becomes, for reasons later explained), but to have a massive psychological effect on one of the ally characters. Needless to say, sending said ally character against him results in a lot of screaming and violence and good stuff.
