Oy! They are lucky that some horses are very docile creatures. It is a silly get-up, but I don't feel particularly sorry for it. Circus horses and medieval knights' horses wore/wear some pretty crazy stuff, too. I'm not sure how horses feel about playing dress-up, but they sure don't object to it like cats do, lol.
