When Kirby goes to Pueblo, Spain, he finds that Leon S. Kennedy is there on a mission to rescue the President's daughter. The instant he enters the village, he sucks up everyone there & copies their powers. And so Las Plagas gets destroyed in his black hole.
As for the president, he's probably not happy with an 8 inch tall daughter with no ballistics.
