I really like the poofiness of the hair, and I totally love the blue outlines. I was at this local art gallery this weekend, and there were about three by this same painter, and he did these amazing shadings like you, then he had these random-ass colours outlining parts, but it still looked natural and beautiful.
This reminds me of that. I would show you an example off the internet, but you can't tell the outlines from afar. You have to be RIGHT up close to see them.
