I'm not quite sure if I like this or not....
Sure, I love how it came out, but it feels like I didn't draw it. Dose anyone else get this feeling sometimes?

Please be constructive, none of this "iunno.... theres something up with the eye.." stuff, it doesn't help, I want to know WHAT can be done about it. I realize the right eye looks out xD
Oh and if you critique and it is obvious that you haven't read this I reserve the right to unleash hell.

I must say...the neck and shoulder look like they've been left out from the serious colouring...like you got to them and got bored

The eyes are beautiful, what are you talking about? The painting of the face, though, is so much more... comprehensive. And as much as I like the skin tone in the shoulders and neck, it's both unrealistic, and totally different from her face.
I think you could have made her hair a little more realistic, since this is clearly not anime, but you used an anime-ish method. Try showing more individual strands. Or something.

Like the others say, the neck and shoulders are a bit off from everything else, but it's still a great piece in a whole. =)
