I like to think the stroke on the cheek is old woman blush.
It makes her look like a distinguished old member of a planetary union light years away. People that share 50% of their voting power with their hats. She is angry because the happy little fellow forgot how to use the ballot (after all of these years? C'mon!) and let it slip with a ralph nader-style vote of "Wait, what was I doing?"

Deliciously surreal - it reminds me a little bit of some of the really wacky cartoon and animes (the ones where dope is no longer an explaination). The art style is rather thick, which works well for conveying aggression.
