This is Zaphod Beeblebrox, voted the worst dressed man in the universe, and also president of it.
I think the TV show version of Zaphod was alot closer to the book version, not because of the messed up movie head thing, but his dress sense.
Zaphod was an ex hippie, and dressed like the 'Ziggy Stardust' era.
Ad since he was the president, he gets a sparkly cape!
Here he is wearing his Joo Janta 200 Super-Chromatic Peril-Sensitive sunglasses, that instantly black out when you're scared, so you can't see what's scaring you.
He is also holding a Kill-O-Zap gun, designed specifically to look extremly threatening with loads of threatening spikes.
